Good review of broad issues.   A good introduction to some of the important issues in electric utility deregulation.  Has a short history of the electric utility industry and the laws & regulations that have brought the industry to where it is today.  Outlines several of the possible market models that an electric utility market could take as it enters deregulation.  Issues identified are still being played out in the California utilities market.  Written at a level for the general public outside of the utility industry.  A reader from Los Angles, 1998
